I bought a 1999 Savage for my wife to ride and she loved everything about it except for the constant backfiring. So I got my tools together and went to work removing the white spacer and pulling the brass plug on the idle mixture screw. The directions to perform the work were well written, but I've got to tell ya that the space to work in this area is TIGHT. Oh well, all's well that ends well. The bike does not backfire anymore and the low end seems to be a bit stronger.
